QUIRINO, Ilocos Sur — The Municipality of Quirino launched the Paleng-QR Ph Plus program on October 27, 2026, promoting QR code-based payments for local businesses and public transportation as part of efforts to expand access to digital financial services.
IlocosNews received an event report that the launch was held at Tikeng Covered Court in Poblacion, Quirino. The activity highlighted the use of digital payments in everyday transactions, particularly in public markets, small businesses, and local transport services.
Paleng-QR Ph Plus is a joint initiative of the Bangko Sentral ng Pilipinas (BSP) and the Department of the Interior and Local Government (DILG). It encourages local governments to help market vendors, merchants, and public transport operators adopt QR Ph-enabled digital payment options.
The program offers customers an alternative to cash for purchasing goods and paying for local transportation. Its broader objectives include promoting financial inclusion and making digital payment services more accessible to communities.
The municipal government’s announcement acknowledged the support of the BSP, DILG, GCash, Land Bank of the Philippines, and the Bank of the Philippine Islands in advancing the initiative.
Local business owners, tricycle drivers, and business operators were also identified in the announcement as participants in the launch.
For small businesses and transport operators, QR-based payments can give customers another way to settle transactions. Wider adoption, however, depends on access to suitable payment services, reliable connectivity where needed, user awareness and confidence in digital transactions.
The initiative also highlights the importance of financial literacy and responsible digital payment practices. Consumers and merchants should understand transaction terms, protect account credentials, and verify payment notifications rather than relying solely on screenshots as proof of payment.
The program’s practical impact in Quirino will depend on its implementation and how widely local merchants and transport operators adopt and use digital payment options.
Through the launch, Quirino joins efforts to encourage the use of digital financial services in local commerce and transportation. Continued implementation and community participation will be important in determining how the initiative benefits businesses and consumers in the municipality.
