VIGAN CITY, Ilocos Sur — Seven municipalities in Ilocos Sur have been identified as pilot recipients of a community-led disaster resilience initiative under the Department of Social Welfare and Development’s Panahon ng Pagkilos: Philippine Community Resilience Project.
The initiative launched in the Ilocos Region on September 29 and uses a community-driven development approach to address climate-related, disaster, and socioeconomic risks, according to PIA.
The seven municipalities identified in Ilocos Sur are San Emilio, Suyo, Sugpon, Salcedo, Santa Cruz, Sigay, and Quirino. The report said an estimated 20,666 households are expected to benefit directly from the initiative.
Under the program, residents and local governments are expected to assess vulnerabilities, identify priorities, plan interventions, implement projects, and monitor results.
The process is designed to incorporate local knowledge into planning and help communities identify solutions that fit their specific circumstances.
The report also noted that the initiative was formalized through a memorandum of agreement between DSWD Field Office 1 and the provincial government. Participating municipalities are expected to progress through vulnerability assessment, planning, implementation, and project-based monitoring and review.
The projected number of beneficiaries is an estimate, not a confirmed count of households already served. The project’s results will depend on implementation, participation, resources, and follow-through.
Tracking completed activities and reporting outcomes transparently will be important in determining how the initiative contributes to local resilience.
