



The City of San Fernando, La Union with the vision to be the Premier Capital City of Ilocandia by 2020 showcased its progress in its Performance Governance System Pathway through their performance reporting during the Public Governance Forum with the theme: “KickOff: The Race to 2015” on March 19, 2013 at the Edsa Shangri-La Manila, Mandaluyong City.
Out of all the presenters, the City of San Fernando is one of the three which received the Silver Trailblazer Award.
The Governance Trailblazer Award is conferred to government agencies or units that garnered a score of 8.5 or higher in the public revalida or performance report. Partners that scored 8.5-9.2 are awarded the Silver Trailblazer Award.
The award is represented by a lantern that symbolizes the recipient as a beacon of light which strives to make good governance a reality in the community.
National Competitiveness Council (NCC) Chairman Guillermo Luz headed the forum’s panel.
The report and the 2015 Commitment of the city was delivered by Hon. Mary Jane C. Ortega, Chairman of the Multi-Sectoral Governance Council (MSGC) and City Administrator, Annjanette E. Dimaculangan in behalf of City Mayor Pablo C. Ortega, respectively.
Also present in the forum were the official delegation composed of the members of the PGS Core Team, the MSGC and the Interim Office for Strategy Management.
Since the city is currently in process of implementing its performance management framework which aims to deliver excellent public service, develop a new and improved culture of governance and build partnership and encourage participation from the community, series of internal and external cascading sessions are being conducted to be followed by another set of focused group discussions.
The Performance Governance System (PGS) in partnership with the Institute for Solidarity in Asia (ISA), the organizer of the event in cooperation with NCC which features public performance reports of public institutions committed to push governance as platform towards achieving sustainable development.
