“This is a dream come true!”

This was the statement of a teary eyed Mr. Toribio Viernes of Brgy. Tamdagan, Vintar, Ilocos Norte when he received his real property original certificate through the Provincial Government of Ilocos Norte’s project ‘Titulo a Natalged: Sagut ken Ilokano’ last November 14 at the Centennial Arena, Laoag City.

Gov. Imee R. Marcos awards recipients of "Titulo a Natalged: Sagut ken Ilocano" program at the Ilocos Norte Centennial Arena on November 14, 2011. The program created by Gov. Marcos through an executive order granted at least 1, 635 Original Certificate of Title to individuals who applied for ownership of both public and private real properties located in the province.
The 1, 635 recipients of the program were as emotional as Mr. Viernes when they were awarded of their land titles, most of them, have been waiting for decades to obtain the certificates of title for their parcels of land.
According to Mr. Rizal Pancho of Pagudpud and Christy Aquino of Paoay, their applications for their land title were in vain until they learned about the ‘Titulo a Natalged’ program Gov. Imee R. Marcos.

“When I heard about this project of Gov. Marcos, I had high hopes of obtaining this elusive certificate of title I applied for many years ago, and here it is on my hands!” Mr. Pancho beams.

According to Gov. Marcos, the ‘Titulo a Natalged’ project was created when she found that scores of real properties of the provincial government including the land where the Capitol was built, the Marcos Hall of Justice, Ilocano Heroes Hall and Dap-ayan do not have an original certificate of title that confers ownership to the province.
“I was alarmed when I discovered that these government properties do not have titles at all, thus the Executive Order (EO) 50-11 otherwise known as the Titulo a Natalged: Sagut ken Ilocano was created so that the properties of the provincial government and our Kailians can be given to their rightful owners, thus solving the problem once and for all,” Gov. Marcos stressed during the awarding ceremony.

EO 50-11 which created the task force Titulo a Natalged took effect on August 2, 2011 under the Provincial Assessors Office conducted a massive campaign on a province wide survey and titling of all alienable and disposable lands in Ilocos Norte.

The Land Registration Authority, Department of Environment and Natural Resources, Department of Agrarian Reform, Geodetic Engineers Association and Private Realtors Association of Ilocos Norte were the partner agencies of the provincial government of Ilocos Norte. (Florante A. Nicolas, PGIN-CMO)
