LINGAYEN, Pangasinan, Oct. 23 — The province of Pangasinan earned excellent ratings in three out of four categories in the Productivity Improvement Scorecard and Labelling (PISAL) Award which gives recognition to government organizations that show exemplary performance in productivity and quality improvement.

Joseph Anthony Quinto, head of the evaluation team from the National Economic Development Authority (NEDA), said the provincial government showed impressive performance under the leadership of Gov. Amado T. Espino, Jr. who came up with the performance requirements called for under the category Philippine Quality Awards which focuses on deployment of organization’s vision and values through a leadership system for employees, key suppliers and partners and customer satisfaction.

“Maganda talaga kasi iniimplement ni Gov. Espino kung ano ang dapat gawin sa office, kung ano yung recommendation namin at although there are some minor recommendations for improvement, very open ang probinsiya sa pagtanggap ng evaluation namin,” Quinto said.

In the implementation of 5S, or the Sort, Systematize, Sweep, Sanitize and Self-Discipline program, the province was also rated almost excellent. Quinto said that the evaluation team will soon recommend the provincial government as a benchmark in 5S for other agencies and local government units.

In line with the work simplification category, the vision, mission and service pledge posted and displayed in public conspicuous areas, the workflow charts and the citizen’s charter were found to be very impressive by the evaluation team. Quinto also praised the offices in the Capitol as excellent work places.
Although the province needs some minor improvements in the behavioral evaluation of the staff in terms of imbibing industry, timeliness, value for work and systematic customer service, the province generally performed remarkably, he said.

Janet Asis, human resource management officer, said that with all the preparations and enthusiasm of the employees, “we are very positive to win this time as we really made thorough preparations.”

“Naniniwala ako na kung hindi man natin makuha ngayon ang first place, makukuha natin yan next year,” she said.

The evaluation team is composed of representatives from NEDA, Department of Trade and Industry, Pangasinan State University and Department of Science and Technology. (JCR/DOS-PIA 1 Pangasinan/PIO)
